Procurement Manager

Responsibilities:
 To lead and manage the procurement team in the implementation of appropriate procurement process of all project materials, project consumables items, supplies, services and equipment for the Company.
 To establish efficient monitoring system for all procurement exercise and to ensure awareness and understanding of standard purchasing agreements to the team.
 To ensure timely delivery of all materials and services at an optimum balance between cost, quality, delivery and services.
 To manage, revise, improve and coordinate Company Procurement Plan.
 To manage, coordinate and update standard bidder list.
 To develop and maintain sound and professional vendor relationship.
 Responsible for technical & commercial evaluation.
 To manage, maintain and update all price agreement by carrying out regular monitoring of prices and price agreements.
 Provide monthly reports detailing key events and status of procurement matters to the Management.
 Establishing KPIs for the department and staff.

Requirements:
 Possess at least a Degree in Engineering or equivalent.
 Posses at least 8 years experience in oil & gas industry with minimum 5 years supervisory experience in procurement of offshore construction, hook-up & commissioning equipment material.
 Computer literate in MS Word and Excel and have a strong knowledge in SQL system.
 Proven ability to liaise with suppliers and subcontractors.
 Experienced and knowledge of ERP systems will be an additional advantage.
 Strong negotiations and communication skills especially with the highest level of customer and supplier.

Marine HSE Officer/Superintendent

Responsibilities:
 Responsible on HSEMS, related to ISM Code, ISPS Code, SOLAS, MARPOL, STCW which shall include but not limited to the compliance with the Government Legislation of the Flag Administration requirements.
 Attending OVID & closing finding.
 Establish and conduct annual revision on ISM, MLC, SMPEP under supervision by DPA.
 Assist DPA in ISM/ISPS Internal Audit.
 Attending an external audit by Marine Department.
 Conduct all crew pre-joining briefing covering issue with not limited to Company policy, SMS, Government & Administration regulation, charterer requirement, HSE reporting procedure, company's memo, circular & case studies.
 Conduct investigation on incident onboard and preparing case studies.

Requirements:
 Male with minimum of 3 year experienced in Health & Safety environment.
 Diploma in safety or marine engineering related is an additional advantage.
 Holding valid NIOSH certificate is an advantage.
 Good in Office MS, Excel, Words, PowerPoint.
 Good in English spoken & writing.
 Good knowledge of regulatory agency, company & client HSE requirements.
 Relevant experience in offshore marine industries is preferred.
 Proactive, self-motivated, initiative, good in ISM & good problem solving skill in fast pace working environment.

Designated Person Ashore (DPA) / Operation Manager for Marine

Responsibilities:
 Fully responsible on Marine Operation and Marine HSE.
 Fully conversant with the ISM Code, ISPS Code, SOLAS, MARPOL, STCW and fully aware with latest development on marine industry on related and statutory requirement by IMO besides having a good liaison with Marine Department management level.
 Functions as a link between the Company and the ships, and direct reporting to the Marine GM/ MD.
 Review and improvise the overall marine operation, logistic, agency and tender in term of cost effective beside remain as competitive and attractive marine operator.
 Monitor safety of pollution prevention aspects on ships operations.
 Planning and projected adequate resources for shore based supports.
 Lead ISM internal audits.
 Conduct post joining for Masters & Chief Engineer as to gain feedback for management review.
 Report any deficiencies observed and rectification progress or suggestions to the Marine GM/MD.

Requirements:
 Male.
 Master mariner, with experienced in commanding vessel.
 Experience with offshore HSE environment.
 Qualified and experienced in the safety and pollution control.
 Good reputation with clients and oil major player is an additional advantage.
 At least 2 years competency knowledge in offshore support vessel- AHTS & AWB.
 Good interpersonal skill, capable to handle professional bodies and authorities.
 Good in Office MS, Excel, Words, PowerPoint.
 Good in English spoken & writing.
 Maintain practicable in ISM code & good in HSE related.

HSE Manager

Responsibilities:
 To manage all matters related to Corporate Safety, Project Safety and Office safety management programme.
 Formulate and revise security & safety policy to ensure system and arrangement integrity.
 Review safety & security profiles periodically to ensure the profiles are up-to-date.
 Experience in conducting internal auditing assignment pertaining to security, safety & health and preparation of audit reports.
 Assist with any project/tender discussions on HSE matters, meetings with Clients.
 Conduct / chair monthly HSE Department meeting.
 Develop / review HSE manual and documentation for Corporate safety matters.
 Advise on the conduct of briefing and necessary briefing material package on HSE for on/offshore project team.
 Direct / coordinate the implementation of effective HSEMS management practices.
 Provide support HSE services and advice to the Group on the HSE policy, activities and plan / program in demonstrating, leadership and commitment.
 Ensure compliance to relevant regulations and legislation requirements.
 Develop and monitor the effectiveness of HSEMS implementation thru’ KPI setting.
 Ensure company (Corporate / Project) readiness to face possibility in emergencies.
 Ensure any accidents / incidents are attended, investigated and reported accordingly and be part of the investigation Team.
 Represent the company in dealing with HSE related matters with Authorities and clients.
 Involved in HSE studies and plan for project awarded.
 Manage sub-contractors HSE issues / matters inclusive of HSE Training / competency.

Requirements:
 Possess at least 8 years experienced in Oil & Gas industry with minimum 5 years supervisory experience in HSE of offshore construction, hook-up & commissioning.
 Possess at least SHO certification or Diploma/Degree in HSE or equivalent.
 Preferably to have a valid safety green book.
 Good presentation skill on all HSE matters.
 Computer literate in MS Word, Power point and Excel.
 Required language(s): Bahasa Malaysia and English.

Procurement Analyst - Marine

Responsibilities:
 Carry out competitive sourcing of consumable, hardware, Engine spare parts, Equipment etc. for company fleet of Offshore Support Vessel.
 Prepare cost analysis for comparison, terms and condition and incorporate evaluation from technical Superintendent.
 Negotiate with vendor and ensure company objective are met. Make recommendation for award.
 Preparation and issuance of Purchased Order.
 Coordinate the expediting / Logistic function.
 Monitor delivery of materials and services to meet internal customer requirement.
 Render support to resolve issues of invoices.
 Monitor performance of vendor in respective aspect and assess performance of vendor.
 Purchasing and sourcing for items and suppliers.
 Preparing weekly reports for purchased items and cost involved.
 Negotiate the price, payment terms and quality with supplier.
 Communicate with supplier on delivery matter.
 Handling and follow-up on all purchasing documents.
 To search for shipping company/transporter/forwarder whenever necessary.
 Liaise with warehouse/branch office to ensure the goods are well received and constantly.

Requirements:
 Candidates must possess at least a Diploma, Advanced/Higher/Graduate Diploma, Bachelor Degree, Post Graduate Diploma, and Professional Degree in any field.
 Minimum 3-4 years working experience in Oil & Gas (Marine/Vessel).
 Knowledgeable in computer application SQL experience preferred.
 Proficient in both oral & written in English & Bahasa Malaysia.
 Good interpersonal & analytical skill.
 Able to work independently & maintain confidentiality.
 Ability to direct and manage people.
 Interpersonal, leadership and organizational skill.
 Salary range 4k-5k.
