HSE Senior Executive

Responsibilities:
 To manage all matters related to Corporate Safety, Project & Marine Safety and Office safety management programme.
 Formulate and revise security & safety policy to ensure system and arrangement integrity.
 Review safety & security profiles periodically to ensure the profiles are up-to-date.
 Assist with any project/tender discussions on HSE matters, meetings with Clients.
 Conduct / chair monthly HSE Department meeting.
 Develop / review HSE manual and documentation for corporate safety matters.
 Advise on the conduct of briefing and necessary briefing material package on HSE for on/offshore project team.
 Direct / coordinate the implementation of effective HSEMS management practices.
 Provide support HSE services and advice to the Group on the HSE policy, activities and plan / program in demonstrating, leadership and commitment.
 Ensure compliance to relevant regulations and legislation requirements.
 Develop and monitor the effectiveness of HSEMS implementation thru’ KPI setting.
 Represent the company in dealing with HSE related matters with Authorities and clients.
 Manage sub-contractors HSE issues / matters inclusive of HSE Training / competency.

Requirements:
 Possess at least 5 years experienced in Oil & Gas industry (upstream) and Marine activity in HSE of offshore construction, hook-up & commissioning and vessel handaling.
 Possess at least SHO certification or Diploma/Degree in HSE or equivalent.
 Preferably to have a valid safety green book.
 Good presentation skill on all HSE matters.
 Computer literate in MS Word, Power point and Excel.
 Required language(s): Bahasa Malaysia and English in both written and verbal.

MATERIALSMAN(35 pax)

Responsibilities:
 Check stock/surplus availability and other locations to initiating reservation in the system for those required offshore in a timely manner.
 Responsible for budget allocation is correctly and kept/update record of movable asset per procedure and guidelines.
 Administer and keep update on all procedure and material requisitions by raising and preparing complete work order/PR/MRV/IRF etc and closely monitor material ordering movement in relationship with related parties like PPM, PTS, PFA and Asset.
 Responsible the material planning and forecast requirements for location.
 Focal point and coordinate on any MMM enhancement/improvements for offshore personnel/location.
 Receive, inspect and verify all items received at offshore location against description, quantity and WO/PR number as depicted on the MIV/MIT.
 If confirm acceptable, MIV/MIT is to be acknowledged. Items are to be tagged for storage or user duly advised if items are direct charged, update record/MMM timely.
 Issue item for usage as authorised by platform superintendent or supervisor and the update the transaction in the record log book/ register.
 Carry out regular maintenance of items in storage such as cleaning, lubricating or repackaging in order to prolog shelf life and prevent corrosion.
 Do physical count of items available in store at least twice yearly and ensure fully list of items updated for auditable purposes.
 Performed all safety hazard in relation to mateial and movement in line with the company safety policies and procedures standard.
 Carry out daily housekeeping activities at location store.
 Identify all non moving items and prepare listings at location store for returning to plant store as per guide.

Requirements:
 Diploma or SPM/SPMV with three (3) years experience in office administration work and working knowledge in SAP system.
 Fluent in both written and spoken Bahasa Melayu and English.
 Computer literacy in Microsoft Office.

MATERIAL COORDINATOR (MATCO)

Responsibilities:
 Receive and report to superior all material requirement from customer in-term of material specification and estimated cost for analysis and decision making on the way-forward in providing the support.
 Scan and propose to superior qualified/potential suppliers for the purpose of executing the request from customers.
 Raise Purchase-request (PR) to Procurement Department complete with agreed cost, material specification and recommended methods of contract or purchasing.
 Follow-up and report to superior the progress of the PR and facilitate to expedite timely delivery of material.
 Track the execution and prepare release Order (RO) on completed and on-going job for timely invoices payment.
 Monitor and report ACV utilisation against forecast and report trending on expected target dateline and ACV expenditure.
 Mediate non-conformance complain from customers by organising and facilitating meetings and discussion and advice superior for decision making leading to problem solving.
 Provide relevant information to superior for negotiation purpose with suppliers to ensure win-win situation for both customers and suppliers.
 Optimise utilisation of spare-parts available in PCSB warehouse to expedite repair work by contractors and material material cost on parts supplied by contractors.
 Provide input for the preparation of WP&B and CP&B.
 Perform co-function with Procurement Department in the following areas:
- Stock-check at PCSB and Contractors warehouse.
- Track material movement within logistic services section.

Requirements:
 Diploma or SPM/SPMV with three (3) years experience in office administration work and working knowledge in SAP system.

PROCUREMENT ANALYST - MARINE

Responsibilities:
 Carry out competitive sourcing of consumable, hardware, engine spare parts, equipment etc. for company fleet of Offshore Support Vessel.
 Prepare cost analysis for comparison, terms and condition and incorporate evaluation from technical Superintendent.
 Negotiate with vendor and ensure company objective are met. Make recommendation for award.
 Preparation and issuance of Purchased Order (PO).
 Coordinate the expediting /logistic function.
 Monitor delivery of materials and services to meet internal customer requirement.
 Render support to resolve issues of invoices.
 Monitor performance of vendor in respective aspect and assess performance of vendor.
 Purchasing and sourcing for items and suppliers.
 Preparing weekly reports for purchased items and cost involved.
 Negotiate the price, payment terms and quality with supplier.
 Communicate with supplier on delivery matter.
 Handling and follow-up on all purchasing documents.
 To search for shipping company/transporter/forwarder whenever necessary.
 Liaise with warehouse/branch office to ensure the goods are well received and constantly.

Requirements:
 Candidates must possess at least a Diploma, Advanced/Higher/Graduate Diploma, Bachelor Degree, Post Graduate Diploma, and Professional Degree in any field.
 Minimum 3-4 years working experience in Oil & Gas (Marine/Vessel).
 Knowledgeable in computer application.
 Proficient in both oral & written in English & Bahasa Malaysia.
 Good interpersonal & analytical skill.
 Able to work independently & maintain confidentiality.
 Ability to direct and manage people.
 Interpersonal, leadership and organizational skill.

Radio Operator-20 pax offshore(work rotation 21 days on, 21 days off)

Responsibilities:
 Monitor all radio frequencies as required by responding to radio and telephone calls, transmit relays messages to and between platforms and any other station to establish and ensure smooth communications.
 Operate radio and any other communication equipments required to maintain contact with supply vessels, platforms, tanker, helicopter, drilling rig, standby vessel and land based station to ensure updated information is captured and well communicated to all parties.
 Maintain appropriate logs as required by PETRONAS Carigali and MALAYSIA regulation rules relating to the use of all communication equipment and other related operations on the work location to ensure compliance with the requirements and correct information is being kept.
 Maintain record of all personnel on board platform as to name, affiliation, title and locations at all the times to ensure correct and up to date data is being kept.
 Monitor radio frequency of air borne helicopters by tracking and assigning personnel, deliver mail and equipment on the platforms to avoid delay in the delivery.
 Communicate with pilot on helideck status, wind direction and weather condition during chopper landing and takeoff to ensure safe arrival and departure of crew and visitors.
 Perform routine cleaning and servicing checks of all communication equipment including standard troubleshooting checks and make report to System Group if necessary to ensure that all communication equipments are in good condition.
 Execute the Emergency Response Plan during emergency situation to ensure it is handled in appropriate manner in line with the company's regulation and procedure.

Requirements:
 Diploma or
 SPM/SPMV or equivalent with three (3) years related experience as Radio Operator.
 Certification on Radio Operator Course from Malaysia Aviation Academy (MAVA) or ALAM or equivalent.
 Fluent in both written and spoken Bahasa Melayu and English.
 Computer literacy in Microsoft Office.
